In 1946, General de Gaulle established the General Commission for Planning and appointed Jean Monnet as its head. Monnet spearheaded the “Monnet Plan,” an innovative initiative to coordinate and drive the country’s reconstruction effort, combined with a major drive toward modernization. Eighty years later, the context has changed radically, but the need for planning has returned to the forefront, in the areas of the environment, the military, industry, and demography.
